The time can be traced back to the 1980s and 1990s. With the worldwide wave of new technological revolution, the transformation of traditional Chinese railway technology and operation mode by information technology is rapidly carried out. The Transportation ManagementInformation System ( Referred to as TMIS system) as a representative of a series of information management system into the big layout, big construction, big application stage, and corresponding to it, for the national railway from south to north driving hundreds of thousands of trucks and vehicles of basic information collection, but still completely rely on manual.

With seventy thousand km national railway roads and three thousands rail cars, regardless of day and night, wind and rain , spring, summer, autumn and winter, China had been employing tremendous numbers of workers to record all of the data and information simply by hand. The traditional methods to copy car numbers cost much with high labor intensity,
