Subject: Reporting on the Development of Minigolf in China

I hope this message finds you well.

On behalf of Chinese Minigolf Promotion Committee (Simplified as CMPC), which is only one formal official Chinese legal Minigolf sport organization managed by the top Sport department of Central Government of China - CLSAC (China Leisure Sports Administration Center) of GASC(General Administration of Sports,China) ,we are writing to share a comprehensive report on the efforts of CMPC in promoting and developing the sport of Minigolf in China over the past five years. This initiative was greatly inspired by the successful organization of the 16th Minigolf World Championship in 2019.

Minigolf was introduced to China with a remarkably high starting point, unlike any other sport that has been brought into the country. Typically, the introduction of a sport involves various stages such as initial introduction, promotion, popularization, and development before it is ready to host international competitions. However, in our case, we directly hosted the 16th Minigolf World Championship on a foundation of zero prior experience in the sport.

The rationale behind this ambitious strategy was that by leveraging the global visibility and promotional impact of the World Championship, we could rapidly popularize Minigolf throughout China. This approach aimed to increase awareness of the sport and enhance its brand image, drawing in more potential enthusiasts and helping Minigolf stand out among traditional sports.

Unfortunately, shortly after the successful conclusion of the Championship, the COVID-19 pandemic arrived in China, leading to three years of significant disruption. This unforeseen event severely impacted our promotional efforts and upended our strategic plan for Minigolf's growth in the country, effectively putting these initiatives on hold. The substantial investment made for the Championship did not achieve the desired outcome for the sport's promotion in China.

On a positive note, despite the timing of our Championship being similar to the Military World Games held in Wuhan China, our successful management of the event allowed us to avoid ourselves from what.happened to Military World Games which had been blamed as the origin of COVID-19.

With the pandemic now behind us, we have rebuilt our confidence and have commenced serious efforts to promote Minigolf in China since 2023. Alongside the sporadic work done during the pandemic, we are pleased to present a detailed report to the World Minigolf Sport Federation (WMF) covering our activities over the last five years. This report consists of four main parts:

1. An overall report on Minigolf promotion in China.

2. A compilation of internal publications from the CMPC regarding Minigolf promotion.

3. A summary of relevant sports policies and regulations from the General Administration of Sport China and CMPC.

4. An overview of national policies related to public fitness issued by the Chinese government.

Some of the documents submitted will be in their original Chinese form. This includes two types of documents: first,files pertaining to regulations and guidelines for Minigolf, are strictly crafted according to WMF’s relative rules so we just provid these in Chinese for your records. Second, certain documents pertinent sports policies released by the State Council of China have not been translated to ensure accuracy.

The former PSGC (Public Sports Guidance Center) has changed its official English name as CLSAC (China Leisure Sports Administration Center) ,which, whatever, is still on behalf of GASC(General Administration of Sports,China) and responsible for the management and Instruction of Minigolf sport in China.

CLSAC (China Leisure Sports Administration Center) of GASC(General Administration of Sports,China) hopes to keep close contact and communication with WMF, plan the visit to WMF, and participate in international Minigolf sport activities in the near future.
